Pilot draft. This text has not yet been reviewed by a qualified lawyer in Pakistan. It describes how KaamSet actually works today and is provided for transparency during the supervised Peshawar pilot.
KaamSet must not be used for any work whose purpose or performance is illegal under applicable law.
Prohibited: work materially involving illegal weapons, explosives, bomb-making, unlawful firearm manufacture or modification, or unlawful weapons trafficking.
Prohibited: illegal drug production, drug distribution, contraband handling, smuggling, and unlawful controlled-substance activity.
Prohibited: prostitution, sexual services, and commercial sexual exploitation in any form.
Prohibited: work whose core purpose is supporting unlawful gambling or betting activity.
Prohibited: fraud, forged documents, counterfeit production, handling knowingly stolen property, and deceptive schemes.
Prohibited: unauthorised computer access, hacking, credential theft, spyware installation, and unauthorised interception or surveillance.
Prohibited: jobs involving assault, threats, intimidation, coercion, or violent debt collection.
Prohibited: electricity or gas meter bypass, illegal utility connections, disabling required safety equipment, and other deliberate circumvention of safety systems.
Zero tolerance for forced labour, trafficking, and unlawful child labour. Suspected cases may be reported to the relevant authorities.
No hirer or contractor may require a worker to surrender an original CNIC, passport, or other original identity document as a condition of work. Viewing a document where legally appropriate is different from retaining or confiscating it.
No worker may be required to pay a hirer or contractor, post a cash security deposit, or pay a job-placement fee simply to receive a KaamSet job. Such demands are flagged for abuse and fraud review.
Skilled regulated trades are not permanently banned. Where applicable law requires a specific licence, permit, registration, certification, or qualified professional for the requested work — for example high-voltage electrical work, gas installations, structural work, fire-protection systems, lifts and elevators, industrial hazardous systems, or hazardous-waste and biohazard work — KaamSet may only permit the job when the required legal qualification can be satisfied and verified.
